            The Committee on Health and Human Resources moves to amend the bill:

            On page 2, line 15, after the word, “physician” by inserting a comma and the word, “pharmacist”;

            And,

            On page 2, line 17, after the word “overdose” by inserting a period and removing the words, “by intranasal administration”;

            And,

            On page 4, line 1, by inserting a new subsection (e) to read as follows:

            “(e) A family member or caregiver to whom an opioid antagonist has been prescribed to assist a patient at risk of experiencing an opioid related overdose and who is acting in good faith, is not, as a result of his or her actions or omissions, subject to criminal prosecution arising from the possession of an opioid antagonist or subject to any civil liability with respect to the administration of or failure to administer the opioid antagonist unless the act or failure to act was the result of the family member or caregiver's gross negligence or willful misconduct.”

            And renumbering the remaining subsections accordingly;

            And,

            On page 4, line 19, by removing subsections (a), (b) and (c) in their entirety and inserting in lieu thereof the following:

            “(a) A prescriber who offers an opioid antagonist to his or her patient under this section shall make information and education available to his or her patient, their family members or caregivers on the beneficial and proper use of the opioid antagonist.

            (b) A prescriber in the course of their professional practice may offer a prescription for an opioid antagonist to a patient or family members or caregivers of a patient to whom an opioid is being prescribed for chronic pain or engaged in methadone or suboxone treatment program.”
